Method 1: Soft Reset. Press and hold the Power button for a few seconds. You will see the screen with the option to power off. Choose Power Off and your device will turn off. Now press and hold the power button. You can release it when the phone screen is on.

Since you were mentioning launchers I decided to check the POCO launcher settings (the launcher I am using) and found that it has an option to lock the screen by double taping and it was was unselected for some reason. Not sure
Right now I am devastated and beyond frustrated. Really hoping someone can help me. Last night I decided to reboot my Redmi Note 7 Pro however now for some reason instead of booting back into system like usual it got stuck on the "Redmi Note 7 Pro by Xiaomi" logo, after about 5 minutes it finally boots into recovery mode.
i had same issue of notifications sometimes not sliding down after i have updated my Poco F2 Pro to MiUi 13.0.2. I changed "Display cutout" setting in developer mode to a non-default value and it fixed it immediatly. I had however a specific usage, i use the Nova Launcher not default Poco Launcher.

Plug in any other good Touch Screen and Check. This step is to verify whether the problem is in hardware or the Redmi Note 8 Pro touch screen is faulty. If the problem is in hardware then clean touch onboard connector and check. Gently heat surrounding components of the touch screen and check. Re-solder each pin of the touch connector and check.
